I am dealing with something in Salt Lake, and it's frustrating because my fellow boards don't have a reflexive inclination to plan, but to react and do. It reminds me of my line for many years that "an RFP--request for proposals--isn't a plan." I am trying to work out a problem that's been festering for going on 5 years, because of instead of doing a plan, they issued an RFP.
