Is separate from the annual appropriations process and is connected, in that primary funding source is the General Fund, but supplemented by other tax sources (special sales taxes usually), impact fees on new development, and transportation related funding. And the city and citizen-initiated projects use the same process, forms, etc.

One of my points about master planning is that for functional areas: transportation; parks and recreation; culture; etc., But they aren't organized into an overarching association, in a manner comparable to how Germany organizes regional transport associations to coordinate the planning and delivery of transit services.

US cities and homogeneous mobility (the car)

European and US car sales peaked in 2019. The US developed a mobility paradigm focused on the car, killing passenger rail and local transit in the process, and mostly treats bikes as toys, not a mode of practical transportation, but the real way to think about is in terms of a homogeneous mobility paradigm overall. That is the trend.
