Before Ohio’s new county land banks were conceived, the main goal from 2004 to 2006 was to respond to local leaders’ demand for speedier tax foreclosure of long tax-delinquent vacant and abandoned lands.

Since the start of the crisis, I have constantly affirmed that the key to understanding the effects of this pandemic is the UK Government's failure to give adequate weight to emergency planning and management (Alexander 2020a, 2020b). The scenario for this pandemic (excluding the recovery) was fully formulated over the period 2003-2009.

In 2009, I was appointed to serve on the Community Advisory Committee, representing the Eastern Market Preservation and Development Corporation. I suggested many things over the years including: -- creating a transportation management district for the Capitol Hill area, serving Eastern Market. They still haven't.
