Since the start of the crisis, I have constantly affirmed that the key to understanding the effects of this pandemic is the UK Government's failure to give adequate weight to emergency planning and management (Alexander 2020a, 2020b). The scenario for this pandemic (excluding the recovery) was fully formulated over the period 2003-2009.

In 2005, I served on the advisory committee for the International Public Markets Conference which covered both DC and Baltimore that year, led a tour, etc. In 2009, I was appointed to serve on the Community Advisory Committee, representing the Eastern Market Preservation and Development Corporation. They still haven't.

In 2009 and a couple times afterwards, I said it was necessary for WMATA to rebuild the regional/metropolitan consensus about support for transit. DC doesn't have the budget to be able to take on the full responsibility of WMATA, but that would allow it to manage it in a way that benefits the city.

Social media tends to be decentralized, nonmarket, peer-produced, nonproprietary, open-sourced, commons-based, and provide free or inexpensive access and distribution (Benkler, 2006). It doesn’t take long before thousands of Facebook users join these pages (Fieser, 2009). In the past there was nowhere for this kind of sentiment to go.
