Loch Raven Reservoir isn't a park per se, it's part of the regional water system, and owned and operated by the Baltimore City Department of Public Works. Cromwell Valley Park is a Baltimore County park. Due to my own hubris and their somewhat unjustified fear of regular bicycling. Turns out I was unprepared.
