When parks master plans don't have specific guidance about facilities or what to do, I think we can and should reference evidence-based academic research, focusing on those studies with findings that demonstrate in practical ways for engaging people in outdoor recreation and fitness activities. Some people want there to be a dog park.

Still, a majority of parks master plans don't address these items in a systematic enough way. The park allows all community members to enjoy the space simultaneously. Not so much public art. Seasonality.

DC produced a parks master plan, allegedly, about 6 years ago, but only an executive summary has been released. -- " Five examples of the failure to do parks and public space master planning in DC ," 2021 But the summary is good, and acknowledges the importance of the National Park Service in providing park space.
