Interesting that the federal government is on the verge of shutting down (" US government shutdown: What is it and who would be affected? ," Reuters), which means that parks and open lands close too. They remained open during the 2018-2019 shutdown, through restrooms and information desks were closed and waste disposal was halted.

I was lucky in that the application I'm submitting had a cost category and percentage schedule outlined in a 2013 city memo. Is different from what I am familiar with, "back east". It's not a 6 year program, with a focus on the current two years, like it is in many cities and counties in the US. That was a mistake. Is annual, not multi-year.
