A History of Ohio Land Banking 2009–2021: From Legislation to Operation

The disproportionate impact in Ohio paved the way for Ohio’s General Assembly to pass a comprehensive county land bank statute in 2009. Before Ohio’s new county land banks were conceived, the main goal from 2004 to 2006 was to respond to local leaders’ demand for speedier tax foreclosure of long tax-delinquent vacant and abandoned lands.

In 2009, I was appointed to serve on the Community Advisory Committee, representing the Eastern Market Preservation and Development Corporation. I first proposed to the city creating TMDs in 2005/2006. Recommendation for how Eastern Market should be managed: an independent nonprofit. We did this in 2008 or 2009.

Many years ago Leimert Park in Los Angeles was featured in the Washington Post as a black-business district (" Los Angeles's Black Pride: Taking In the Retro Vibe of Leimert Park ," places , 2006). A big concern about the park concept is that it will spur displacement and gentrification. I visited it back then and wasn't impressed.
