When Mitch Daniels took office as Indiana’s Governor in 2005, one of the top items on his agenda was reforming the Bureau of Motor Vehicles (BMV). When Justin Davis joined the BMV in 2017 as Contact Center Director, the employee attrition rate there was almost 200% per year, while customer satisfaction ratings were sinking.

The transit network concept I worked out is based on how Arlington County, Virginia, in their 2005 Trasnportation Plan, defined a Primary and a Secondary Transit Network. The solution is shuttle/jitney service to and from stations, rather than building more parking. Tertiary Network concept. I extended the concept to multiple scales.

It's an old rail corridor that was acquired by the Utah Transit Authority (" From rails to trails ," Deseret News , 2005) and is a joint project with the communities it passes through. I rode this trail the other day. As a trail it's nice, although it could use more trees.
