Paul Downtown Investment Strategy (report) DC has a similar initiative although I haven't read up on it (" Mayor Bowser unveils $400M plan to revamp downtown DC public spaces ," ) because I have so little faith in DC government's planning capacity. Which makes me laugh that now Mayor Bowser says she's interested in a fourth term.

In 2009 and a couple times afterwards, I said it was necessary for WMATA to rebuild the regional/metropolitan consensus about support for transit. Regardless of Rahm Emanuel's point about not wasting crises , my observation is that governments aren't good at decision making generally, and are particularly bad during crises.

It begins with “What do we want Metro to be?” My point is you ask for money when you are wildly successful and everyone is looking to join the bandwagon, not when you are failing, in crisis, and you have few friends.

That money provides a base level of support independent of fare revenues and government appropriations. It's probably too little too late.

We did this in 2008 or 2009.
