Definitely this is another example of DC government's failure to focus and to be innovative. There's a letter to the editor in yesterday's Washington Post , " D.C. must step up on road deaths." It's a good letter. I started writing a response in the comments, but it was too long. So a blog entry is better.

I'd say definitely not, the ridership is abysmal. a Bike Expo in association with the 5 Boro Ride, which had more than 100 exhibitors and 50,000 attendees in 2014. And they had "parking innovation districts" for awhile, but they were idiosyncratic, not systematic, and had many restrictions. NYC sponsors(ed?)

Safety on transit definitely is top of mind for many potential riders, especially those people predisposed against mass transit--hence the rise of ride hailing (Uber, Lyft) which on a per trip basis is much more expensive, but more convenient as it usually is a point to point trip. One that WMATA ought to pay attention to as well.
