Since 2005 or 2006 I have been recommending that the city create Traffic Management Districts as a way to coordinate transportation management and improvements at the commercial district scale (e.g. for Downtown, H Street NE, Capitol Hill, etc.). Sometimes there are issues, admittedly, but mostly it's recklessness.

Like Tower Hamlets' IdeaStores (" Neighborhood libraries as nodes in a neighborhood and city-wide network of cultural assets ," 2019), it should have been placed in the commercial district. Get the parks working together and coordinated. It's pretty, but as the Sex Pistols said, "vacant" from the standpoint of connectedness.
