Because that space doesn't exist in DC, either innovative uses don't develop -- such as the nonprofit advocacy sector, which as cheap spaces disappeared groups stopped being created counter to the heyday of the 1960s and 1970s -- or they develop in the suburbs. And separating the Yellow and Green Lines too.

In transportation, it means that private parking resources are usually not addressed in parking planning (" Testimony on parking policy in DC ," 2012), private sector operators aren't addressed in planning for various modes. In solid waste, it means that the agency only plans wrt residential waste pickup for houses of 1-4 units.

So cities have been relying on nonprofit entities--business improvement districts, parks conservancies, etc., I'm not into it, but it's a kind of extension of that idea, but for space and place. A big concern about the park concept is that it will spur displacement and gentrification. Many years ago Leimert Park in Los Angeles was featured in the Washington Post as a black-business district (" Los Angeles's Black Pride: Taking In the Retro Vibe of Leimert Park ," places , 2006).
