Even though transit usage is much reduced in DC post-covid, I don't think DC elected officials understand how central transit is to the city's competitive advantage and identity. Nope, in 2015, plans to move forward were scuttled, seemingly forever (" Virginia Beach was right to reject light rail extension ," Norfolk Virginian-Pilot ).

Sometimes they're led by the elected official for that district. In 2009, I was able to spend half a day at Stoneleigh Elementary School in Baltimore County Maryland on International Walk to School Day. And they had "parking innovation districts" for awhile, but they were idiosyncratic, not systematic, and had many restrictions.
