Before Ohio’s new county land banks were conceived, the main goal from 2004 to 2006 was to respond to local leaders’ demand for speedier tax foreclosure of long tax-delinquent vacant and abandoned lands. Around 2006 it "repaired" Thomas Circle, which decades before had been cut through with more road travel lanes. Again DC has a great example as c. 2000 it was national best practice in terms of improving streetscapes in commercial districts, significantly boosting success of those areas. They remade it into a full park circle.
