The transit network concept I worked out is based on how Arlington County, Virginia, in their 2005 Trasnportation Plan, defined a Primary and a Secondary Transit Network. The solution is shuttle/jitney service to and from stations, rather than building more parking. Tertiary Network concept. I extended the concept to multiple scales.

In 2005, I served on the advisory committee for the International Public Markets Conference which covered both DC and Baltimore that year, led a tour, etc. I suggested many things over the years including: -- creating a transportation management district for the Capitol Hill area, serving Eastern Market. They still haven't.

I have other pieces about options for funding. -- " Metrolinx Toronto: 25 potential tools to fund transit-transportation infrastructure ," 2013 suggests a more structured process for identifying funding than an interview published in the Post. Maybe this is no longer necessary. Funding options. The best would be a transit withholding tax.
