It also requires participation across the spectrum of agegroups, ethnicities, genders, educational levels, orientations, and so on. The problem has been the abyss between planning, preparedness and practice.

They still haven't. I mentioned it over time. We did this in 2008 or 2009. But I had the basic ideas down.
