There were major exercises on pandemics in 2005, 2007 and 2016. Plans were made in the UK in 2006, 2008, 2011 and 2014. It also requires participation across the spectrum of agegroups, ethnicities, genders, educational levels, orientations, and so on. The problem has been the abyss between planning, preparedness and practice.

In 2005, I served on the advisory committee for the International Public Markets Conference which covered both DC and Baltimore that year, led a tour, etc. I first proposed to the city creating TMDs in 2005/2006. They still haven't. I mentioned it over time. We did this in 2008 or 2009. But I had the basic ideas down.
