The 2004 Civil Contingencies Act has been sidelined throughout the Coronavirus disaster. Let us replace major incident by 'major emergency' and 'disaster'. Where emergency and disaster responses are overcentralised, they fail. Let us replace doctrine by 'plans' and 'procedures'.
