The 2004 Civil Contingencies Act has been sidelined throughout the Coronavirus disaster. A gulf has therefore developed between plans and the ability to activate them. Let us replace major incident by 'major emergency' and 'disaster'. Where emergency and disaster responses are overcentralised, they fail.
