A problem on Market East and in Philadelphia, they said, is the city government only contemplates the future in response to developers’ wishes. Plus they have a bias against development to begin with, think developers are monsters because they make profits, etc. Most economic development planners don't know the difference.

In 2009 and a couple times afterwards, I said it was necessary for WMATA to rebuild the regional/metropolitan consensus about support for transit. This pamphlet was an advertising supplement inserted in the Washington Star, 3/21/1976. And later about various funding mechanisms. -- St. Right now, Virginia has a Republican Governor.

This reminds me that when Toronto did an urban grayfield development project in the 1970s, creating the St. Interestingly, years ago I wrote about the DC Zoning Commission allowing developers to opt out of providing recreation space. Not mixed commercial use.

The scenario for this pandemic (excluding the recovery) was fully formulated over the period 2003-2009. The last two of these were either not developed enough or were allowed to lapse. No country other than the UK has spontaneously abandoned its basic law on emergency management (in this case the Civil Contingencies Act of 2004).

In 2009, I was appointed to serve on the Community Advisory Committee, representing the Eastern Market Preservation and Development Corporation. I participated in a workshop on the plaza led by Project for Public Spaces and Scenic America in 2004 ( write up ). It laid the groundwork for connecting civic assets.
