Housing is the highest monthly bill typical Americans face, reaching an average of $1674 a month in 2021. Over 225 CLTs have developed since their inception in the 1960s (Grounded Solutions Network 2021), and fifteen states have some version of a positive law supporting CLT formation and affirming CLT legality in their state (Decker 2018).

Land banks are a powerful tool to address vacant properties in rural communities, and West Virginia passed land bank enabling legislation in 2014. Bennett has served as the Executive Director of WVLSC since 2021. The bill ran in 2014 and passed that same year. This interview has been edited for length and clarity.

They started planning in 2012, construction in 2014, and opened the first stations in South Florida in 2018. To ride is expensive compared to the regional commuter rail in South Florida and Brightline has had serious problems with crashes with vehicles and pedestrians. Lots of deaths. But it's quite impressive in two ways.
