Sometimes they're led by the elected official for that district. And they had "parking innovation districts" for awhile, but they were idiosyncratic, not systematic, and had many restrictions. Sometimes they are in parks or commercial districts, or cover history, etc. -- improve sidewalks and street conditions along sidewalks.
