One of my points about master planning is that for functional areas: transportation; parks and recreation; culture; etc., But they aren't organized into an overarching association, in a manner comparable to how Germany organizes regional transport associations to coordinate the planning and delivery of transit services.

Admittedly, many transportation agencies are investing a lot in urban design, livable streets, sustainable mobility, etc. A big issue is that transportation agencies (and government agencies more generally), even very good ones like NYCDOT, aren't always that proactive, and tend to not have "a sense of urgency" when it comes to action.

The project took six years to complete, and the station opened in 2012, with full service in 2013. As part of the redevelopment plan, the U4 line was extended by about 4/10 miles with the addition of the HafenCity University station (the line has since been further extended). Conclusion. It's been 26 years.
