Coordinating Parking/Developing a shared parking scenario One of the big problems with capitalism is every property does its own thing. Promoting biking, walking, and other sustainable modes is another element of TDM.

Since 2005 or 2006 I have been recommending that the city create Traffic Management Districts as a way to coordinate transportation management and improvements at the commercial district scale (e.g. for Downtown, H Street NE, Capitol Hill, etc.). Sometimes there are issues, admittedly, but mostly it's recklessness.

I think there are two different approaches that could break the logjam, one would be the designation of this area as a National Heritage Area , where NPS helps to coordinate a variety of federal, state, local and private assets in an integrated fashion.
