Common sense dictates that intercity bus lines start using public transit terminals with around-the-clock security, restrooms and indoor waiting areas. I have written about this from time to time, including problems with the set up at DC's Union Station, by comparing it to Toronto and Montreal (" Union Station bus terminal, DC ," 2011).

Civil protection, when it works, is a form of participatory democracy, in which the citizen has an active stake in his or her own safety and security. There were major exercises on pandemics in 2005, 2007 and 2016. The plans were not connected to anything.
