By 2009/2010, ICMA, GFOA, NLC and the Alliance for Innovation urged us to broaden our ability to serve many local governments surviving the Great Recession. Entering 2016, over 100 communities had implemented PBB. The roots of PBB came to life to fulfill that mission. The world didn’t change; but a movement was sparked!
