In some instances, notably the Manchester Arena bombing and the Grenfell Tower fire (both in 2017), the shortcomings have been nothing less than scandalous (Kerslake 2018, Moore-Bick 2019). Recently, I spoke to a senior emergency planner who has worked for years in the transportation and nuclear industries. Was this not a disaster?

I stepped down when we moved to Salt Lake in late 2019, although I thought at the time somehow I'd be maintaining residences in both places.
