The scenario for this pandemic (excluding the recovery) was fully formulated over the period 2003-2009. There were major exercises on pandemics in 2005, 2007 and 2016. Plans were made in the UK in 2006, 2008, 2011 and 2014. Pandemic Influenza 18-to 20 October 2016. I have taught it every year since then.

In 2009, I was appointed to serve on the Community Advisory Committee, representing the Eastern Market Preservation and Development Corporation. I first proposed to the city creating TMDs in 2005/2006. We did this in 2008 or 2009. They still haven't. I mentioned it over time. But I had the basic ideas down.
