The same shortcomings were present in the 2005 London bombings, as were others (for example, the way in which 'major incident' as declared). In 2017, the responses to the Manchester Arena bombings and the Grenfell Tower fire were substantially criticised. Modern emergency management is based on coordination and cooperation.

It's an old rail corridor that was acquired by the Utah Transit Authority (" From rails to trails ," Deseret News , 2005) and is a joint project with the communities it passes through. But I would argue it's dis-coordinated, and addressing these omissions should be a top priority of the MPO's Active Transportation Committee.
