In 2005, I served on the advisory committee for the International Public Markets Conference which covered both DC and Baltimore that year, led a tour, etc. I first proposed to the city creating TMDs in 2005/2006. It operates Thursday-Sunday in two local business districts. They still haven't. I mentioned it over time.

The private persona of a GSE is that it is owned and capitalized by the private sector and operated as a for-profit company. As an example of their lobbying power, in 2004 and 2005 the George W. Since 2005 or 2006 I have been recommending that the city create Traffic Management Districts as a way to coordinate transportation management and improvements at the commercial district scale (e.g. for Downtown, H Street NE, Capitol Hill, etc.). Sometimes there are issues, admittedly, but mostly it's recklessness.

Use of Twitter, Facebook, YouTube, Tumblr, blogs and photo sharing sites illustrate the flexibility of ICT platforms in supporting collective action and social movements while the mediums themselves are both inexpensive to operate and instantaneous; multiple messages can be conveyed clearly and consistently over the course of movement evolution.
