I wrote about Boulder's in 2005, " Now I know why Boulder's Pearl Street Mall is the exception that proves the rule about the failures of pedestrian malls." In 2005, I served on the advisory committee for the International Public Markets Conference which covered both DC and Baltimore that year, led a tour, etc. I first proposed to the city creating TMDs in 2005/2006. They still haven't. I mentioned it over time.
