In 2005, I served on the advisory committee for the International Public Markets Conference which covered both DC and Baltimore that year, led a tour, etc. I first proposed to the city creating TMDs in 2005/2006. They still haven't. I mentioned it over time.

Since 2005 or 2006 I have been recommending that the city create Traffic Management Districts as a way to coordinate transportation management and improvements at the commercial district scale (e.g. for Downtown, H Street NE, Capitol Hill, etc.). Sometimes there are issues, admittedly, but mostly it's recklessness.

Prolific proponent of the networked society Manuel Castells (2011) describes mass media being displaced by mass self-communication (Deluca, Lawson, & Sun, 2012) in altering the communication model from one-to-one to many-to-many. Simultaneously, broader social changes are also contributing to new activist forms.
