Admittedly, many transportation agencies are investing a lot in urban design, livable streets, sustainable mobility, etc. But even in the best agencies, a lot of the time sustainable mobility and urban design elements are overlooked, or removed from plans because of the cost. DC does not understand its "unique selling proposition" or "core competency" is being transit- and sustainable mobility-centric. This should have been done as part of BRAC planning, something I first suggested in 2005.) But it's really a broader program than could be accomplished in the time frame of constructing the Silver Line.

In 2005, I served on the advisory committee for the International Public Markets Conference which covered both DC and Baltimore that year, led a tour, etc. I first proposed to the city creating TMDs in 2005/2006. It should support sustainable modes (biking, walking, transit improvements) as well as parking. They still haven't.
