Since the start of the crisis, I have constantly affirmed that the key to understanding the effects of this pandemic is the UK Government's failure to give adequate weight to emergency planning and management (Alexander 2020a, 2020b). Plans were made in the UK in 2006, 2008, 2011 and 2014. I have taught it every year since then.

In some instances, notably the Manchester Arena bombing and the Grenfell Tower fire (both in 2017), the shortcomings have been nothing less than scandalous (Kerslake 2018, Moore-Bick 2019). But in 2008 floods stretched from Alnwick in Northumberland to Tewksbury in Somerset, nearly 500 km away. UK Government, London (4 vols.).

I participated in a workshop on the plaza led by Project for Public Spaces and Scenic America in 2004 ( write up ). We did this in 2008 or 2009. See item #10 in " Creating a Silver Spring "Sustainable Mobility District" | Part 3: Program items 10-18 " (2017), for the concept. It laid the groundwork for connecting civic assets.
