The disproportionate impact in Ohio paved the way for Ohio’s General Assembly to pass a comprehensive county land bank statute in 2009. Before Ohio’s new county land banks were conceived, the main goal from 2004 to 2006 was to respond to local leaders’ demand for speedier tax foreclosure of long tax-delinquent vacant and abandoned lands.

The scenario for this pandemic (excluding the recovery) was fully formulated over the period 2003-2009. Plans were made in the UK in 2006, 2008, 2011 and 2014. No country other than the UK has spontaneously abandoned its basic law on emergency management (in this case the Civil Contingencies Act of 2004).

In 2009, I was appointed to serve on the Community Advisory Committee, representing the Eastern Market Preservation and Development Corporation. I first proposed to the city creating TMDs in 2005/2006. I participated in a workshop on the plaza led by Project for Public Spaces and Scenic America in 2004 ( write up ).
