Get the parks working together and coordinated. I think there are two different approaches that could break the logjam, one would be the designation of this area as a National Heritage Area , where NPS helps to coordinate a variety of federal, state, local and private assets in an integrated fashion.

Since 2005 or 2006 I have been recommending that the city create Traffic Management Districts as a way to coordinate transportation management and improvements at the commercial district scale (e.g. for Downtown, H Street NE, Capitol Hill, etc.).

They started planning in 2012, construction in 2014, and opened the first stations in South Florida in 2018. A way to do this would be to organize transport associations in South Florida, Orlando, and Tampa, to coordinate transit services. Lots of deaths. But it's quite impressive in two ways.
