They started planning in 2012, construction in 2014, and opened the first stations in South Florida in 2018. A way to do this would be to organize transport associations in South Florida, Orlando, and Tampa, to coordinate transit services. Lots of deaths. But it's quite impressive in two ways. Get the parks working together and coordinated. I think there are two different approaches that could break the logjam, one would be the designation of this area as a National Heritage Area , where NPS helps to coordinate a variety of federal, state, local and private assets in an integrated fashion.
