In disaster risk reduction circles, there is an almost desperate reliance on 'community' and a strong growth in studies and plans to "involve the community" in facing up to risks and impacts (Berkes and Ross 2013). However,'community' is contentious concept (Barrios 2014). Community can just as well be defined negatively as positively.

As of 2013, only 1 percent of New York City tenants were represented by lawyers in housing court. In 2014, the New York City Right to Counsel Coalition was formed and succeeded in introducing a bill requiring the city to expand access to counsel for all income-eligible tenants within five years.
