In 2009, I was appointed to serve on the Community Advisory Committee, representing the Eastern Market Preservation and Development Corporation. This was proposed a number of years ago for EM, first in the Barry Administration and then around 2012-2013, but the vendors fought it, with the support of now Mayor Muriel Bowser.

I'd say definitely not, the ridership is abysmal. I hadn't thought about it, but maybe SLC is ripe for the double deck bus approach (" Making bus service sexy and more equitable ," 2012) for rebranding and repositioning of bus service as sexy, even though the ridership numbers wouldn't justify it otherwise.

The academic literature has tended to not differentiate between hard and soft infrastructure, but instead focuses on the definition of types of facilities, focusing on differences in type of space and programming. Develop programs focusing not just on presentation or consumption of the arts, but arts production too.
