For years I've argued that DC should manage itself as a heritage area with or without designation. Many years ago Leimert Park in Los Angeles was featured in the Washington Post as a black-business district (" Los Angeles's Black Pride: Taking In the Retro Vibe of Leimert Park ," places , 2006).
