Ironically, under the Williams Administration--1998-2006--the resuscitation of the DC Housing Authority was one of the city's great accomplishments , and the director, Michael Kelly, was even detailed by HUD to help fix failing authorities in Philadelphia and New York City. The employees are considered DC Government employees.
