DC's planning function and capacity has diminished with each mayor since Anthony Williams left office in 2006. Faculty creating a cluster, having bright children in schools, supporting community institutions, etc., Some schools have invested in nearby commercial districts, like Catholic University mentioned above. DC has plenty of assets.
