DC's planning function and capacity has diminished with each mayor since Anthony Williams left office in 2006. They aren't coordinated or leveraged very well. Maybe it was in stasis under Mayor Gray.) Cities like Greensboro or Portland or Spokane have to be more innovative because they have fewer opportunities. DC has plenty of assets.
