From the article: District officials have spent months figuring out how to counter negative economic trends spurred by emptied offices downtown. DC's planning function and capacity has diminished with each mayor since Anthony Williams left office in 2006.

I first proposed to the city creating TMDs in 2005/2006. An article, " West Side Market to transition to nonprofit management ," in the Cleveland Plan Dealer reports that the West Side Market there is moving to nonprofit management, while the city will still own the building. They still haven't. I mentioned it over time.
