It begins with “What do we want Metro to be?”

The scenario for this pandemic (excluding the recovery) was fully formulated over the period 2003-2009. Plans were made in the UK in 2006, 2008, 2011 and 2014. The last two of these were either not developed enough or were allowed to lapse. I have taught it every year since then. The plans were not connected to anything.

And later about various funding mechanisms. -- St. The best time would have been in the 1980s, when the system ran well and was still expanding. Right now, Virginia has a Republican Governor.
