No country other than the UK has spontaneously abandoned its basic law on emergency management (in this case the Civil Contingencies Act of 2004). The UK Government's 13 policy U-turns do not reflect adaptation to dynamic circumstances, but inability to conceive what to do, how to implement it and how to communicate.

I first heard this concept expressed by David Barth at a presentation in 2004. US Forest Service community involvement and educational publications. Less so now, the US Forest Service had a massive publication program, including items focused on K-12 education and adult learning. Streets/street trees as linear parks.

In the UK this is the Civil Contingencies Act of November 2004. In Florence, a consortium of 29 volunteer organisations includes specialists in medicine, transportation, radio communications, fire-fighting, logistics and hazardous materials response. I can verify that is is not a mere boast, as I have seen it done.

I participated in a workshop on the plaza led by Project for Public Spaces and Scenic America in 2004 ( write up ). It's: a nonprofit community cooking school which teaches more than 7,000 Bay Area residents every year how to shop, cook and enjoy good food. It laid the groundwork for connecting civic assets.
