It is considered one of America’s government- sponsored enterprises (GSEs), i.e., public-private hybrid corporations created by Congress and authorized to engage only in a narrowly-tailored set of activities. It did so, for example, in 2004 to cover the budget year 2003, when its estimate was $3.2 billion for fiscal 2024.
