Equitable development plan. The student asked me about the equitable development plan , which I wasn't involved in developing It has a bunch of points. First is workforce development. But even before that I went back and forth on it. Who wants to hang out by a freeway? There just aren't that many jobs.

Plans were made in the UK in 2006, 2008, 2011 and 2014. The last two of these were either not developed enough or were allowed to lapse. No country other than the UK has spontaneously abandoned its basic law on emergency management (in this case the Civil Contingencies Act of 2004).
