I suggested something like this to the DC Main Street program in 2003, but it was too ambitious for them to understand.) Such programs and relatedly, business plan competitions, should really be run at the scale of a city (something I suggested to DC Main Streets in 2003, but they couldn't wrap their head around it).

Reposition and relaunch city operated cable channels as a network comparable to what NYC does with "NYC Life" which has great programming, and a locally produced equivalent of CSPAN's BookTV and "American History TV" programming on weekends. Cities cost money to operate. Community building versus revitalization. Cities have to earn money to pay for all the things that people say they want. An art gallery type building won't have near the economic return as a sports arena, provided it is super well planned.
