Such programs and relatedly, business plan competitions, should really be run at the scale of a city (something I suggested to DC Main Streets in 2003, but they couldn't wrap their head around it).

The UK Government's 13 policy U-turns do not reflect adaptation to dynamic circumstances, but inability to conceive what to do, how to implement it and how to communicate. I have taught it every year since then.
